Elements of a complete notice
A copyright complaint should identify the copyrighted work, identify the allegedly infringing material with a precise URL, provide the complainant’s contact details, state a good-faith belief that the use is unauthorized, state under penalty of perjury that the information is accurate and the sender is authorized, and include a physical or electronic signature.
Incomplete, vague or fraudulent notices may be delayed or rejected. Misrepresentation can create legal consequences. Rights holders should consider whether a license, legal exception or authorized source applies before sending a notice.
Counter-notices and repeat infringement
When appropriate, affected users may submit a counter-notice identifying removed material, consenting to the relevant legal process where required, and stating under penalty of perjury that removal resulted from mistake or misidentification. Valid notices may be forwarded to the affected party.
Accounts or contributors responsible for repeated, substantiated infringement may lose access. The policy does not require the site to host disputed material while a review is pending.
